I know it is intended For C++ But is it possible to use in lazarus?

Afaics no. What's wrong with using the LCL?

I just wanted to know if i could use Owl :D

You can actually build a LCL widgetset supporting OWLNext, just like someone else ever asked for wxWidgets. But since it's supported on Windows only, it will only stand as a WinAPI replacement, which I believe will only make your apps slower (just like if you use GTK or QT widgetset on Windows).
