setup Win32/WinCE enviroment

I need to have a Win32 enviroment (to develop and test) and simultanosly a WinCE enviroment for deploy the some app...
Do you have some idea what I have to write into my fpc.cfg located in  C:\lazarus\fpc\2.3.1\bin\i386-win32
I try a lot of solutions... but it compile only for win32.

I have installed these two package:
1. Lazarus-0.9.29-23315-fpc-2.3.1-20091229-win32
2. Lazarus-0.9.29-23315-fpc-2.3.1-20091229-cross-arm-wince-win32

I'm using an sdf component to import/export data from my db to/from the world...

Here my compiler options:
