Missing CreateFile2 API

Hello,

In FPC v3.2.2, the definition of CreateFile2 is missing along with the CREATEFILE2_EXTENDED_PARAMETERS structure and some of the constants used in that structure.

May be 'cause is new ... it was introduced with Windows 8 (neither Windows 7 had it).

This is the last update that I use of WinMD (May 2026), it include all updates of all Windows API.

P.S.: they are created for Delphi, but I think there is no issues to use with Lazarus
P.S.1: I don't try all APIs, of course, so I don't know if all of them  are "translated" in the right way.
