For anybody interested (+ perhaps a bit afraid of installing Chinees software on your PC), this repo contains a USB-C PD message logger and controller suitable for the KM003C.

A bit rough around the edges, but useable. Should also be able to select PDOs.
FPC/Lazarus only and open source, so can be trusted I guess.
 

Binaries are Windows only.
