Locking (not anchoring) component position at Design time

IIRC when I used Delphi and Visual Basic well over a decade ago "I think that" there was a way to prevent the accidental movement of components on your form while in design mode.

 I AM NOT TALKING ABOUT "ANCHORING" LIKE ANCHORING TO LEFT etc.

I am talking about the ability to keep a component from changing position during DESIGN even if you try to drag them. To move them you had to UNLOCK their positions first.

Does Lazarus have this ability, because I have searched and can't find it - so it might not exist. AND perhaps I am imagining this functionality completely!!!

I am also pretty sure, that is a solid NO. (Not to the idea, but to: is it currently implemented)
