shlobj.pp ILLoadFromStream problem

Hello,

in shlobj.pp the function ILLoadFromStream is defined.  It should probably be noted that it is deprecated and NOT present after Win XP (after Win XP the function does NOT exist.)

ILLoadFromStream was replaced by ILLoadFromStreamEx whose definition is missing in shlobj.pp

NOTE: the missing "Ex" version is available from Win 7 all the way to Win 11
