IMO it's the right choice to directly use DirectWrite on MS Windows, so here are no compromises. And later (as far as resources allow) add a crossplatform mode (also on MS Windows).

Best write-once universal engine:
ICU + FriBidi + HarfBuzz + FreeType + Skia

Fastest practical native solution:
DirectWrite on Windows
CoreText on macOS
Pango/Cairo on Linux
