IDE doesn't accept remapped Ctrl<-->CapsLock from PowerToys Keyboard Manager

Using Windows PowerToys Keyboard Manager, I have swapped the left Ctrl key and CapsLock key bindings. Now, for instance, in most apps I can press CapsLock+S to save a file. However, the FP IDE key bindings don't recognize those from PowerToys. I don't want to revert the PowerToys bindings so any solution would have to be from the FP IDE.
(This would have to be a global swap of the left Ctrl key and CapsLock key bindings. I don't want to do this for every individual key combination.)
BTW - The PowerToys swapped keys work correctly as I'm doing this current editing - e.g., CapsLock+C = copy to clipboard, CapsLock+V = paste from clipboard.
