compiling ws_helper (kind of)

Hi
Im trying to compile ws_helper
Problem: After installing wst via online-package-manager in Lazarus 3.8 (which was tricky because installing wst-synapse fails constantly, and after getting it to install wst-core was missing [i'm pretty sure its was installed before] but could installed)
there was no ws_helper.pas anywhere in any path below lazarus or fpc.

So i got some source under
http://svn.code.sf.net/p/lazarus-ccr/svn/wst/trunk/ws_helper/
which i copied to ...\wst (even tried ...\wst\ws_helper
but i was not able to provide fpc with additional include dirs via -Fi or -I except -I".."

So i copied all files from wst and all its subdirs to ...wst\ws_helper\ just for getting forward.

So compile works until:

Compiling generator.pas
generator.pas(1765,33) Error: Identifier not found "DecodeLineBreak"
generator.pas(3210) Fatal: There were 1 errors compiling module, stopping

Maybe i can fix this but, it could be the entrance to a deeper rabbit hole then i'm already in so ...
any ideas?
