This is a tool for quickly jumping to the code in the Source Editor, so it is modal. Just like text search [Ctrl+F] - why make it docked?

For the same reason, "Menu > Search > Goto Line [Ctrl+G]" is also modal. Perhaps this command will also be useful to you someday. In general, a big piece of advice - study the IDE menu and options ))
