Running any LCL app in ide with debugging always causes an exception on exit.

I have this problem where any LCL app running from the IDE with debuggin enabled causes and exception when the app closes. It was there in Lazarus 2.6 and still there in Lazarus 4.0 RC1. Lazarus 4.0RC was installed on a clean Windows 11 laptop (Just a Windows 11 install and all the work related software - no previous Lazarus install).
My issues is similar to the issue described here: https://gitlab.com/freepascal.org/lazarus/lazarus/-/issues/35414.
Does anyone know why it happens ? It is just an annoyance.
