That is a new dedicated fund aimed at providing financial assistance to Free/Libre and Open Source Software (FOSS/FLOSS) projects globally, with an annual commitment of $1 million. They explicitly mentioned programming languages and code editors, so we should take a shot.
It certainly won't hurt to try.
