Maybe never, if you bear in mind that the M.A.M.E. switched from version 0.99 to 0.100  :)

Question is, why is it so important that the version is 1.0?

If it was labelled version 1 today, it wasn't any more stable than it is as 0.9.26.

And not to forget, there is plenty of software out there that has versions greater 1, even 5 or 8..., and some people they those should still be beta...

Isn;t it more important which features in your view / for your need are missing,  (if so) and when they might be available?

As you can see from the

http://bugs.freepascal.org/roadmap_page.php

there are still a lot of things not fixed.
Some parts are not even usable properly yet, like a debugger comparable to the built in Delphi one.

This does not mean that Lazarus cannot be used for serious work (The FPC compiler itself is stable since years and well passed a 2.0 version by now) though I admit any conscious company decision maker would not approve to use any development software still in Beta for years and years. All depends on what you want to develop.

Shortly said, version 1.0 will be reached when all the features planned for it will be implemented and be stable. After version 1.0 the community again, will make a "list" of thing that should be implemented, when then all of them will be implemented then version 2.0 will be available and so on.
Now several things have to be done, so I think we have ti wait still a bit, ( even if its so close ).

try it and you will see that you can do ~everything and it is stable to work. You can do serious things here.

Remember Gmail was a beta software for a long long time, and always was very useful, and made what it had to make. Lazarus as it.

Label the project with "version 1.0" means the project reaches all the initial objectives. That's why it is important.
