Dropping controls on TCoolBar

I created a TCoolBar with 3 toolbars in it.
I dropped an image button on the 1st, topmost toolbar. It stuck.
I dropped a label onto the 2nd, middle toolbar, and it stuck.
Now, I am trying to drop a text box, labeled text box, or masked text box onto the 2nd toolbar, right after the label. All of them do not stick and instead create a new, empty, 4th toolbar and stick to it.
What am I doing wrong?
