I just don know how can i remove the package without entering the IDE.

Reinstalling is easy, but I'm wondering how to recover in the future if I've already installed many other libraries and defined a lot of custom configuration data, and encounter a similar situation.

Actually, dll stands for Dynamic-Link Library.
The issue would not occur if you/ the author of the package was not trying to link the DLL statically

The issue is that the author requires the dll(s) to be present and so the package and the IDE crashes when they are not present. That is simply bad programming. He or she should have taken care of that, however useful the package may be.
To me that is not very encouraging....
I gave instructions for what to be done above.
Now, where's the author?..... chickened off?

We will be glad to solve his/her problem and that would also solve OP's problem who is not to blame.
This is not rocket science, nor requires AI....

I am pretty sure the author knows what needs to be done.
(otherwise you can't write packages in the first place)

This entity is not a noob.

I think WP gave you the answer to that. Go back to the lazarusold.exe and use that. In your recent case, you overwrite even that old one by rebuilding again. So, in future, be careful to not rebuild again or, before playing with a risky package, make an additional private backup of lazarus.exe, tucked away somewhere safe. Too easy !
