The issue is that the
author requires the dll(s) to be present and so the package and the IDE crashes when they are not present. That is simply bad programming. He or she should have taken care of that, however useful the package may be.
To me that is not very encouraging....
I gave instructions for what to be done above.
Now, where's the author?..... chickened off?
We will be glad to solve his/her problem and that would also solve OP's problem who is not to blame.
This is not rocket science, nor requires AI....

I am pretty sure the author knows what needs to be done.
(otherwise you can't write packages in the first place)
