And at least from what I see at least Delphi encodes Unicode Identifiers using "#xx#xx" with the UTF-8 value of the character in question.
Interesting, Debian treats unicode in anything it thinks might be source code as an error. I had to remove a UTF8 char from someone's name in a license/credit line for example. I was told there was concern it could lead to embedded nasty tricks. And, of course, as soon as you play the 'security card', you win.

This is a classic example of solving a problem created by a tool (in this case, language deficiencies and defects that resulted in potential vulnerabilities in the OS). There should be no such situations. Instead of fixing or changing the tool, the data is forced to change (warp). The faulty tool and the system built using that tool would need to be fixed.
It is like fighting economic problems in former democrat countries, the source of which was the system itself (socialism). It didn't matter that the system was flawed, ideology was more important than the everyday life of society and the functioning of the country's economy.
