IncQuarter make wrong result with negative "NumberOfQuarters"

Use "quarter" arithmetic in my code.
TAChartUtils.IncQuarter make wrong result with negative "NumberOfQuarters" due to unsigned month count (m: Word).

Have to replace IncQuarter with IncMonth.
