Online Package Manager Connection Timed Out

I have two versions of Lazarus installed in different folders, win32 and win64. 

In the win64 version the Online Package Manager works fine.  However, when I try to use it in the win32 version I get this error message.

Cannot download package list. Error message:
"Connection to packages.lazarus-ide.org:80 timed out."

I have upped the timeout setting to 120 and still get the error

Any suggestions on how I might correct this?

Maybe a firewall issue?
Maybe your OS version matters.

same problem on 2 different computers, please can someone check this? It is not a firewall problem.

Are both computers using the same internet provider?
Can you ping packages.lazarus-ide.org:80 ?
