how to rebuils IDE from v 2.2.4 to master branch

1) Have install Lazarus v2.2.4 on win10 x64
2) update source to master branch (git rev 1e7d87dd64ab) - that is shows version 2.3.0
3) run IDE and launch - rebuild IDE.
it faults on:
environmentopts.pp(56,40) Fatal: cant found IdeDebuggerOpts, used by EnvironmentOpts in project inspector.

how to build master version of IDE?

Add the package  IdeDebugger (in ide/packages/idedebugger) to the installed packages
