How to use panels and sizers in a GUI

Hi,
  is it possible to use panels and sizer (ike in GTK, java etc.) in order to make a gui indipendent from the size of the window end/or the video resolution?
If it is could I have some example?

Use anchors, alignment and TSplitter or TPairSplitter.
