Package beyond of control by IDE

Beyond of control of packages by IDE plus control to packages by project.

One project has packages useds. And Another project may have the same packages but with versions diferents.  Or Another project may use never package new or old.

This idea is in project have by example:

    packages
        use <<name of package compiled>> in <<localization>>,
         ...
;

After plus in project show in pallete too.
