WRT menues, it doesn't ... at least not here: Xubuntu 18.04 x64, Laz/FPC 2.0.12/3.2.0. And it shouldn't for actions either, provided the action has Enabled set to False.*

Don't be shy, tell us (at least) about your environment so you get more meaningful answers ;)

* Assuming by Hotkey you mean Shortcut, o.c.
