USB HID ( libusb hidapi )

Hi,

  I just added Windows support to the https://github.com/prof7bit/HIDAPI.pas libusb hidapi bindings library by Bernd K. ( prof7bit ).

  If anyone wants to test it, currently and until or if, the pull request is accepted, you can get it from https://github.com/dioannidis/HIDAPI.pas/tree/hidapi-windows branch.
 
  Tested on Windows 10 64bit, with the dll's from https://github.com/libusb/hidapi/releases/tag/hidapi-0.10.1.

  just FYI, the libusb hidapi documentation is here : https://qbicz.github.io/hidapi/docs/group__API.html.

  Also it compiles and runs on mac also, now ( thx MiR ).

Hi,

  FYI, fixed some ifdef's and a variable and the HIDAPI.pas libusb/hidapi Free Pascal bindings works ( for me ) in FreeBSD 13 .

  If anyone can test it and give feedback, It will be much appreciated !
