ChildSizing how to?

I'm experimienting with ChildSizing in TPanel & other containers:

1. When I set ChildSizing.Layout other than cclNone, how can I reorder the components inside de container?

2. The componets are positioned in the container as they added. If there is no way to reorder the componets other than this way or cutting and pasting I can live with that but when TLabel component are added it is positioned as first component if there is no previous TLabel or after last previously inserted TLabel instead of its corresponding position. It is a bug?

My environment:
Windows XP SP2
Lazarus 0.9.24 build 12752 downloaded from sourceforge.
