@kwer: build newest Lazarus. 1.6.4 has bugs in WinCE which are now fixed in 2.0 or better in TRUNK.
And what is your target device, WinCE version, processor type? (to use -CpARMV7A you must be sure that your target processor supports this architecture)

AFAIK, you need FPC 3.2 or newer to use ARMV7 for WinCE.
And indeed a new Lazarus version, as @LacaK already stated.
