Does anybody have example code to change volume settings with lazarus on 1.8.0RC5 on UBUNTU-MATE RPI3 ?

The most easy way would probably be to call a command line tool (using TProcess) that does exactly this.

Otherwise, this is Linux, and not that easy to answer. Are you using alsa or something else for sound output?
