Are PopupMenu's shortcuts global?

Main form has MainMenu with shortcuts- they are global (in app).
And has 2-3 PopupMenus- are their shortcuts global? On all widgetsets?
I didn't set them yet, I want only to show PopupMenu's shortcuts and not make them global.

Now I see shortcut is global in app, on GTK2.
