Translation of: "Check packages on form create" (id 216)

I have to state if the string means; "create package while creating form" or "create package after creating form" in the translation file.

The first option would mean a multi-threaded context....  so it is the second. 
The meaning is the package should be available *before* the form is shown, but *after* the initial internal form create. That can be handled in a Tform.OnCreate event, though. That happens at exactly the spot I described.
