Lazarus 1.6.4 developing for windows mobile 5.0

Hi, please help configuring lazarus from windows 7 to debug and compile for windows mobile 5.0
already install Lazarus-0.9.23-fpc-2.1.5-20070823-cross-arm-wince-win32 on lazarus folder
also setup on - Options for Project - Compiler Options - Config and Target:
Target OS: WinCE
Target CPU: arm
Target processor: ARMV5 (i'm developing for Intel® XScale PXA270, 520 MHz)
and got error:
compiler
"C:\lazarus\fpc\3.0.2\bin\x86_64-win64\fpc.exe" does not support target arm-wince

I don't know windows mobile that much, but I see two different FPC versions (2.1.5 and 3.0.2) that doesn't seem to make sense.
