Why would you want to start using Ext JS 3.2.1?
Because it is under  a less restrictive license? (They changed it to GPLv3 after that)
Sencha.com -which is the official website - is off-line, btw. So I consider ExtJs abandonware unless there is more information.

Aha:
"On 23-Aug-2017, Sencha was acquired by IDERA (which in turn owns Embarcadero Technologies). Embarcadero is known for acquisitions of rapid application development software such as Delphi (which relies on Object Pascal as its primary programming language). As a result of this acquisition, many core developers were dismissed from the company".
So it is Idera-ware, which is kind of a perpetually postponed abandonware. https://en.wikipedia.org/wiki/Ext_JS

Old school business models won't work, but they do not have a grasp yet...

LBO is grand theft. And is what is happening.
- raise the price
- cut development
- keep until it makes a loss, but make sure you get any profits in the mean time.
- Subsequently fail without risk to shareholders.

The proper way to go about this is to fork one of the last open sourced releases and maintain it by a community.
