Form scaling and font problem

When I compile and run programs on Win7/Win8, the default font is 'bold' and the form size is not the design time size.
See image: the back window is the form editor and the front window is the running application. Clearly it is visible that the form has changed size and the main menu font is weird.

Any suggestions how to tweak/fix this?
(XP works fine.)

Presumably you have a manifest to enable themes?
In your Project Options (Application page) is the "Enabled DPI Awareness (for Vista+)" checkbox checked? Does altering this setting make any difference?

Unfortunately no... neither setting fixes the problem.
