No.   I strongly recommend you look at fpcup.

That would be nice if we didn't get a "Oops, you've found a dead link." on the download of fpcup.exe for Windows.

Or do we need to build that one ourselves

I've never built it directly, always downloaded from those links.  Sigh - I haven't seen any recent posts by BigChimp here, but I'll send him a message :-)

Thanks for letting me know, Mike - I'd probably have missed this thread.

Though compiling fpcup yourself should be easy it's indead not nice to offer downloads that don't download.... Re-uploaded fpcup.exe and fpcup64.exe; please let me know if it doesn't work...

I did try to do this manually once but couldn't get it to work following the different instructions floating around.

This, well, just works 

Download fpcupgui.exe and fpcup.exe...
run fpcupgui.exe...
press "Run fpcup"...
wait a while...
wait a while more...
and done.
  ( Lazarus 1.3 r46065M FPC 2.7.1 i386-win32-win32/win64 )

What to do for that Windows recognizes the extent of Lazarus, because white gets all the icons?

Stopped working.: 46089, I'm using the 9/9/2014 version.
What may be happening?

Now, when I try to compile the Lazarus appears the message: Compiling package FCL 1.0.1: Exit code 1, Errors: 1
registerfcl.pas (45.31) Fatal: Cannot find unit db used by RegisterFCL of package FCL.

If there is a script for building the snapshots why not make it available or point out where it is in the source, so that others can try them out on their own servers?

fpcup is easy enough to learn, but the snapshots also matter, for those who don't have the time or the resources.

Where can I download Lazarus-1.3 snapshots for  64 bit?

If anyone likes to try, here is snapshot today for Win64

Simply unzip to C:/

(If use other than default path C:/lazarus.. then /lazarus/fpc/2.7.1/bin/fpc.cfg file needs to be corrected)

Tested with computer (64bit windows) where no previous Lazarus, works fine.

Remove any existing Lazarus first, also configuration in appdata folder.
