Recompiling IDE Can't create object file

I have tried repeatedly to install package lazreport. When I recompile the IDE as requested the process terminates with fatal error  "Can't create object file C:\lazarus\units\i386-win32\win32\lazarus.o" The file appears to already exist.
I have re-installed lazarus (version 1.0.14). My OS is Windows 8.1. Could the error be related to the OS?

delete it or move it and see what happens.

I moved the file lazarus.o out of its folder and tried again to install lazreport. This time Lazarus crashed completely when I recompiled with error message "Cannot rename C:\lazarus\lazarus.exe c:\lazarus\lazarus.old.exe."  I have checked Windows permissions and as administrator appear to have full control over all lazarus folders. It seems I cannot install any packages in the latest version of lazarus on Win 8.1

its permissions, look closer, there is something you missed. Sorry I do not have windows 8 to look it up for you.

Try installing in your personal folder, you should have full permissions there.

I'm afraid that according to Windows I have all the permissions I need to operate on files and folders. I have tried the same procedure on two other PCs, one with Windows 7 and one with good old Windows XP, and I have installed Lazreport without any problem on Version .14 on both machines  the recompilation going through error-free. I'm convinced I must have encountered  a bug with Lazarus on Win 8.1 Anyway I'm fortunate to have two other alternatives to achieve the desired package installations. Thanks to all for suggestions

Nope its not a bug and not lazarus fault look closer. You can always make a copy of the exe delete teh original and rename the copy and see if that helps at all, or even start lazarus from the copy with out renaming it to lazarus.exe again.

Did you even try my suggestion? Windows is getting stricter regarding permissions. Even when it says you can do everything it doesn't always seems so. It tries to be as secure as *nix, but it fails :P
