Create form with text, and custom scroll bar and radiobutton/checkbox

My first question is: I am trying to create something like this for random info pages and Eula, I do not need the page to be coloured purple, I only need to warp the text like in that picture and use diferent fonts for it. The only control that I found is TMemo, is that the only option to create something like this?

And the second one, is there anyway to create a custom scrollbar, radiobutton and checkbox? I am making my app look more Flat UI so those three elements by default kinda' break the UI, so is there anyway I can create custom version of those 3 controls, to make them look more like the Metro UI versions? I can design custom png's for the aspect part, but I cant find anything regarding editing the visual part.

First problem was solved, only the custom, scrollbar/radiobutton and checkbox remains any suggestion are welcomed
