I'd ask the Fortes Report people about this.
If this is a problem for you, I'd suggest using Lazarus + FPC fixes 2.6 (FPC 2.6.3) as that should be the most stable combination. As you probably know, FPC 2.7.1 is a development version that can break any time.
Alternatively, you could test and use a certain revision of fpc trunk that you know works.
Lazarus I'd be less worried about but perhaps it's messing with things as well.
In any case, if you use Laz+FPC to compile production software, I'd make sure to have a separate stable install that you can always use to compile known good executables.
