No, from this location ftp://ftp.freepascal.org/fpc/contrib/windows/
There are versions precompiled for Win32 and Win64 targets , not for WinCE

I have same problem on Windows 11 64bit, It's looks like dblib.dll dependent to MSVCR80.dll which is part of MSVC 2005. But I'm not able to install it to Windows 11. It worked on WindowsXP . Any suggestions ?
