You have the sources of LConvEncoding.pas. Add a
ArrayISO_8859_15ToUTF8
and write all the necessary code.

I put it in bugtracker, automatically was put in asigned status but nobody response to it.

Everything is fine. It was assigned to Juha Manninen.
He will review your patch when he finds the time. This may take some days or weeks.
Maybe he will even reject it, I don't know.
