sqlite dll problem

Hello guys, I have the following problem. windows mobile on my father I have loaded a program that relies on sqlite3 and I put the dll in the same folder where the executable is located. He says:

Can not load sqlite client library "sqlite3.dll". Check your installation.

Who can tell me how to fix?! I tried it on a windows mobile of a friend of mine and does them. While on what my father does not work after updating the firmware of the phone.

Are you sure you already use correct SQLite DLL? (e.g. SQLite DLL for Arm-WinCE)

BTW, you can download the ARM-WinCE version os SQLite from http://www.parmaja.com/downloads/sqlite3/

I suggest, you download DLL 3.7.10 from that link. (coz I already use that DLL version and it's work perfectly).
But you can also try the latest one version (version 3.7.11)
