Delphi units for gdiplus should be usable or easy adapted for use with Lazarus. Don't know anybody who has, since GDI+ is kinda slow.

GDI also is relatively slow, it is not really the question !
Also is somebody know how to red jpeg files with the lazarus environement.

Why don't you search yourself for the latter question. Have a look at the wiki, the mailing list and the FPC documentation...
