Tracked down the Change which causes the Bug 19972 (Menu problem)

Hope someone smarter than me could look at it :) (I really don't understand what in that change will break the Menu code) (Test project attached). (Please read whole bugreport history).

And I would try to fix this, but I just don't know how to Debug that piece of (LCL) code. And while I tried I encountered into the problem I trid to describe in Bug report http://mantis.freepascal.org/view.php?id=20029 When I tried to recompile Whole IDE with in the Debug mode (With the Packages)...
