TrichMemo and official release

Hello everybody,

I'm relative new in lazarus, (but not in Delphi  :D ). I just want to ask who is responsible for official releases, and who decides which component will be included in official release?
 
Because I had begun with lazarus, and I searched "TRichEdit". Unfortunatelly there is no such component in official release. Finally I have found TRichMemo in internet. But I wonder why is not included in official release. That component looks pretty good and It can be very usefull.
