Microsoft pocket PC 2002

Hi,
I read about Lazarus in the forum of Arduino.
I need to develop an interface to allow my PDA (an ipaq 3970 with Microsoft pocket PC 2002) to talk with Arduino and someone suggested to use Lazarus.

Can I do this with Lazarus?? I see in this forum many posts for winCE but no one for pocket PC so, before I start to study it, I wnat to be sure I can do it.

As I know PocketPC is jsut the old name of WinCE which is the old name of Windows Mobile.
