Why there is no assigned person to post Lazarus in all software zone websites?

There must be someone assigned

to do that.
Like, I visited the softpedia, I found only Lazarus for Windows link.
What about Lazarus for MAC link? Lazarus for Linux link? Lazarus for Solaris link? or Lazarus for ANY link?

How can we improved good ratings for this software?

I can't find it here,  all links that tells about Lazarus is an open multi-platform iDE for FreePascal.

Why just keep on updating, and don't even update the updates done, it's always <lazarus-0.9.28.2-fpc-2.2.4-win32> stable.

I can only speak for FPC which faces the same issues, and the answer is quite simple:

The main sites (freshmeat, sourceforge) are updated by the team, the rest is either not interesting, or only for specific markets, and these are typically updated by users.

Assigning developers to do such menial tasks is not smart.

There is no official person who do this. Some developers publish some news on some websites but we have no marketing group inside the team.

we can talk about it in Blogs, and tell friends about it, but before that we should write strong applications using it.

Updating is good when there is a monthly or quarterly stabled version.
But Updating is not an issue of the question, the point is to market Lazarus, it does not cost a cent to mark Lazarus on software websites.

I suggest that this marketing campaign is better to be started after Lazarus version 0.9.30 is officially released. Also we need Linux repositories to be updated with this version before that.

That's good, but you don't volunteer for a post, you volunteer for an activity

Don't get me wrong, I hope you'll succeed but you won't be named "manager" of anything until you prove you did a substantial job in given field. That's how it works in OSS as far as I can tell. So if you provide good PR for Lazarus, you will get recognized for it.
