I don't understand the application usage, is it for webapp or deskapp?
and it seems ellipse c is the language.

DragonRAD is a desktop application for building mobile apps. You actually don't need to write C - it looks like an eclipse plugin I know.

It has a drag and drop interface to build the UI. Another nice aspect is that and it handles connecting to databases out of the box.  Not to mention cross platform (BB/WM/Android).  Makes building enterprise apps a breeze.
