TImage : Fit width with vertical scrollbar to view all along its height

If the image size is smaller than the TImage, no problem - let it be.
But some images are bigger in both width and height.
1. How can we resize it to fit the width and make a vertical scrollbar to view all along its height, like zoom ?
2. 100% but with both horizontal and vertical scrollbar ?
