I didn't know about ArcaOS (http://www.os2world.com/wiki/index.php/ArcaOS). Anyway Free Pascal is able to build OS/2 executables, both EMX and native if I remember correctly.  I don't know if LCL was ported to the Presentation Manager so Lazarus may not work though.

[edit] Is Odin (https://en.wikipedia.org/wiki/Odin_(software)) still an active project?  If it is may be you can use it. I used it a lot on OS/2 3 Warp.

New targets are usually done by people that join FPC to work on the target. There is no planning to increase targets, it is all individual initiative of interested users (that then become devels)

Is ArcaOS much different from OS/2 in APIs?
