The framework is called free vision and it comes with a demo in packages/fv/examples in the FPC sources.

And of course the IDE itself is in packages/ide

The framework is similar to Turbo Pascal's  Turbo Vision. But books for that might be hard to find.

Write your own TUI (Text User Interface). Not too hard not easy neither.
