Everybody agrees that project documentation is important, but a disappointing proportion of the population advocates heavyweight tools like Jupyter Notebook... which apart from anything else requires committing ones soul to the idol that is Python.
https://hackaday.com/2020/02/14/it-aint-over-til-the-paperwork-is-done-test-driving-tiddlywiki/ describes a simple wiki, where absolutely everything goes into a single HTML file with saving etc. handled by the browser processing it.
Do the standard Lazarus components provide enough functionality to support this? If they did there might be a chance of a "simple" plugin which could add a single documentation file to a project.

Yes. But:
The functionality needed is in FPC, not Lazarus.
The functionality you ask for is not "simple" to implement at all but would be simple to use if that is what you mean.
After the FPC implementation iis finished and stable you can of course wrap that in Lazarus component(s)
