Title: How does one create/change his/her forum avatar?

I couldn't seem to find wher in my profile.

Profile -> Forum Profile
or Profile -> Modify Profile -> Forum Profile
(it depends how you click)

It is in first section:
Personalized Picture

Select "Upload picture" and path and click "Change profile" button (bottom right)

But now it turns out there is no possibility to change the avatar ?

Yes, you can, as always. See attached image.

Maybe your browser is blocking JavaScript or something like that?

You have to go to "Modify profile -> Forum profile", as seen in my previous post (added) or the attached image.

He's not exactly "new"; according yo his profile he registered in late January, 2018. Unless, of course, you mean "new" in the sense of having posted too little (just 3 posts than I can see).
