When using Dwarf v3 debugging information format and an application includes Objective-Pascal function delegates for macOS, the compilation fails with "Error: Internal error 200609171".
Is this something that should be reported as a bug?

Internal errors should always be reported.

Ah, it's fixed in main :)

and in fixes 3.2.3 ?
If not, I recommend to post it on the fpc mail list, so it maybe gets merged.

Other than compiling 3.2.3 is there any way to tell? I could not find a Wiki page for FPC fixes branches like Lazarus has.

At least I don't know any other way. Well, except ask on the fpc devel list, maybe someone knows.

The repository is considered the documentation for this. So if you should know the original bug report you can find the corresponding commit and then check whether that was merged to fixes_3_2. Though of course if there wasn't a bug report and someone fixed it “on the way” then it's harder to find the commit cause it might not be mentioned together with the internal error number.

grepping the branch's git log for the error number having failed, I'll build the branch and test.
Thanks for all the hints.
